While working with the U.S. Air Force as the Falcon, Sam Wilson tries to hold his family together under the burden of Captain America's legacy. Meanwhile Bucky Barnes tries to find a normal life in the midst of PTSD and a world he can't relate to.
John Walker takes up the mantle of Captain America, adding tension to Sam and Bucky's efforts to track down a cell of criminals who have been enhanced by super-soldier serum.
A visit to the imprisoned criminal Baron Zemo leads Bucky to a plan to break him out, in order to use him to track down those who have recreated the supersoldier serum. But their plan forces Bucky to return to a past he thought he'd left behind.
Bucky, Sam, and Zemo go to Latvia on a hunch that may help them catch up with the Flag Smashers. But Sam's efforts to talk with Karli Morgenthau person-to-person are complicated when John Walker shows up – as well as visitors from Wakanda.
