In the years following the end of the Precrime Department, the precog Dash arrives in Washington, D.C. with the hope of using his ability to glimpse the future to stop murders. When Dash sees the murder of a politician's wife, he teams with Detective Lara Vega to stop it.
A new vision forces Dash to go back to his brother for help, but Arthur tells him what he expects in return. Vega and Dash's investigation leads them to a single's bar and a pick-up artist who may be a future killer.
Vega brings Dash into the fold as a civilian analyst when a new police monitoring program called Hawk-Eye goes online. Dash's latest vision leads them to a hot-tempered man who has already been flagged by Hawk-Eye, and Agatha manipulates a desperate neighbor to her own ends.
After going undercover Dash becomes emotionally involved with a woman he believes is going to die after confronting a man responsible for her sister's death. Meanwhile, Agatha blackmails her neighbor to infiltrate an intelligence agency.
Dash and Vega discover that Vega herself is the victim in Dash's latest vision, leading them to a cold case involving her father and forcing them to mine Arthur and Dash's long-buried memories for a clue.

Vega and Dash attempt to stop the murder of a Senator who is advocating a cutting-edge genetic science. Arthur seeks to enlist Blake to work against the Defense Intelligence Agency when he learns they are on the precogs' trail.
Plotting to restart Precrime, Blomfeld reveals that he has found Agatha, Arthur, and Dash -- and found evidence showing Detective Vega has been working with them. Meanwhile, Vega and the precogs must thwart a wide-scale chemical attack by the terrorist group Memento Mori.
